How to Register for Pag-IBIG Membership: Steps, Requirements, and Contribution Rates (2026)

Quick Answer

Pag-IBIG membership is free to register, and you can do it entirely online through Virtual Pag-IBIG (pagibigfundservices.com) in about 10 to 15 minutes. You will receive a Registration Tracking Number (RTN) right away, and your permanent 12-digit Membership ID (MID) number is issued within about 2 to 3 working days. If you are employed, your contribution is 2% of your monthly fund salary (1% if your fund salary is ₱1,500 or below), matched by 2% from your employer — with both shares capped at ₱200 a month each (₱400 in total) because the maximum fund salary is ₱10,000. Self-employed members, OFWs, and voluntary members pay both shares themselves, up to ₱400 a month. This guide covers who must join, the exact contribution table, the online and walk-in registration steps, and how to pay.

What Pag-IBIG membership is — and why it matters

Pag-IBIG Fund, formally the Home Development Mutual Fund (HDMF), is a government savings and housing finance program created under Republic Act No. 9679, the Home Development Mutual Fund Law of 2009. It is not a tax and it is not an insurance premium: your monthly contributions go into your own savings account, earn annual dividends, and are fully refundable when your membership matures.

Membership unlocks three practical benefits:

On top of the mandatory savings, members can open an MP2 Savings account, a voluntary five-year savings program with a higher dividend rate and a minimum of ₱500 per remittance. MP2 is covered in its own section below.

Who must join — and who can join voluntarily

Member type Who belongs here How contributions are paid
Employed (private sector) Employees covered by SSS 2% deducted from salary; employer adds 2%
Government employees Employees covered by GSIS 2% deducted from salary; employer adds 2%
Uniformed personnel Specified uniformed services Through the employer
Filipinos employed by foreign-based employers Filipinos working for foreign employers As prescribed for the category
Self-employed Freelancers, professionals, business owners earning at least ₱1,000 a month You pay both shares yourself
OFWs Filipinos working overseas You pay, or through the DMW/OEC system for land-based OFWs
Voluntary Non-working spouses of members, students aged 18 and above, unemployed Filipinos You pay the minimum yourself
Kasambahay Household workers Covered under the Kasambahay Law

Membership is mandatory for employees covered by SSS or GSIS, specified uniformed personnel, and Filipinos employed by foreign-based employers. For everyone else — freelancers, online sellers, drivers, market vendors, OFWs, and non-working spouses — membership is voluntary, but the benefits are the same once you are in. Any Filipino citizen or resident alien aged at least 18 who earns income from employment, trade, business, or a profession can register.

One person, one MID number, for life. If you were ever employed and had Pag-IBIG deducted from your pay, you already have a MID number — do not register again. Retrieve your existing number through Virtual Pag-IBIG or at a branch instead.

Contribution rates: the exact table for 2026

The rates come from HDMF Circular No. 460, which took effect in February 2024 and remains the rule in 2026. That circular doubled the Maximum Fund Salary (MFS) — the salary ceiling used to compute contributions — from ₱5,000 to ₱10,000. The percentage rates themselves did not change.

Monthly fund salary Employee share Employer share Total
₱1,500 or below 1% 2% 3%
Over ₱1,500 2% 2% 4%
₱10,000 or above (capped at ₱10,000) ₱200 (fixed) ₱200 (fixed) ₱400 (fixed)

"Fund salary" means your basic salary plus allowances, capped at ₱10,000 for the computation. That cap is the most important thing to understand: once your fund salary passes ₱10,000, your mandatory contribution stops growing entirely.

Monthly fund salary You pay Your employer pays Total credited to your savings
₱1,500 ₱15 ₱30 ₱45
₱5,000 ₱100 ₱100 ₱200
₱8,000 ₱160 ₱160 ₱320
₱10,000 ₱200 ₱200 ₱400
₱30,000 (capped) ₱200 ₱200 ₱400
₱100,000 (capped) ₱200 ₱200 ₱400

Self-employed, voluntary, and OFW members have no employer, so they pay both shares themselves: 2% of their declared fund salary, up to a combined maximum of ₱400 a month. The minimum for voluntary members is ₱200 a month.

Land-based OFWs: under DMW Advisory No. 37, series of 2025, the revised contribution for land-based OFWs is ₱200 a month, effective 1 November 2025. For payments through the DMW OEC system, an initial three-month advance payment applies, followed by monthly remittances.

Your employer may not charge its required counterpart contribution to you. The 2% employer share is the employer's own cost and cannot be deducted from your wages.

Option 1: Register online through Virtual Pag-IBIG

This is the fastest route. The portal has recently added National ID verification and a facial liveness check, so have your PhilID ready and do the registration in a well-lit place.

  1. Go to the official Virtual Pag-IBIG site at pagibigfundservices.com. Check the address carefully before entering personal information — fake Pag-IBIG pages exist. Look for the "Be a Member" section and click Register.
  2. Enter your name (last name, first name, middle name — or tick "No Middle Name" — and name extension if any) and your birthdate exactly as they appear on your PhilSys National ID, then click Proceed.
  3. Complete the live selfie (liveness) verification. The screen will show a photosensitivity warning first, since the check uses colored lights. The portal validates the name you entered against your actual National ID record in real time.
  4. Fill out the online Member's Data Form (MDF): personal details, civil status, addresses, contact numbers, email, TIN, and SSS/GSIS number if any. Select your membership category — employed, self-employed, OFW, or voluntary.
  5. Review everything on the summary page, then click Submit Registration.
  6. Save your Registration Tracking Number (RTN) — screenshot it and write it down. Click Print MDF to download or print your Member's Data Form. You can use your RTN to remit contributions while waiting for your MID number.
  7. Wait about 2 to 3 working days, then check your MID number on the Virtual Pag-IBIG MID Number Inquiry page using your RTN, full name, and birthdate. Your permanent 12-digit MID number will be shown once your application is processed.

If it has been more than 5 working days and no MID number appears, call the Pag-IBIG hotline at (02) 8724-4244 or email the Fund through the contact details on pagibigfund.gov.ph.

Option 2: Register in person at a Pag-IBIG branch

If you prefer a face-to-face transaction, or if the online portal gives you trouble, any Pag-IBIG branch can register you.

  1. Visit any Pag-IBIG branch nationwide.
  2. Fill out the Member's Data Form (MDF) — available at the branch — with your personal details and membership category.
  3. Present one valid government-issued ID. Bring your PSA birth certificate as supporting proof if the branch asks for it, and your marriage contract if you are updating your civil status.
  4. Submit the form and keep your copy. The branch will issue your Registration Tracking Number (RTN).
  5. Your permanent MID number is issued after processing — follow up through Virtual Pag-IBIG or the hotline using your RTN.

How to pay your contributions

  1. Employed members: your employer deducts your share from your salary and remits both shares. Check your payslip — your Pag-IBIG deduction should be ₱200 a month at most (or less, if your fund salary is below ₱10,000). Remittances are due by the 10th day of the following month.
  2. Self-employed, OFW, and voluntary members: pay through Virtual Pag-IBIG or through Pag-IBIG-accredited payment channels — banks, e-wallets, and payment centers nationwide. Use your MID number (or your RTN while waiting for it) as the reference.
  3. Keep your proof of payment. Your official receipt or payment confirmation is your record until the payment is posted to your account.
  4. Verify posting. Log in to Virtual Pag-IBIG after a few days and check that the payment appears in your contribution history. If a payment is missing, bring your receipt to a branch.

Paying regularly matters: housing loan and short-term loan eligibility are counted from your posted monthly contributions, so gaps delay the date you can borrow.

MP2 Savings: the optional, higher-dividend add-on

Modified Pag-IBIG II (MP2) is a voluntary savings program for members who want to earn more than the Regular Savings dividend. Key facts:

MP2 does not require you to take any loan. Many members use it purely as a savings facility.

Common mistakes to avoid

Frequently asked questions

How much is the minimum Pag-IBIG contribution? For employed members, the minimum is 1% of fund salary if the fund salary is ₱1,500 or below. For voluntary and self-employed members, the minimum is ₱200 a month.

Is Pag-IBIG registration really free? Yes. Registering online or at a branch costs nothing. Anyone asking for a registration fee is not acting for Pag-IBIG.

How long does it take to get my MID number? About 2 to 3 working days after online registration. If it has been more than 5 working days, follow up through the hotline at (02) 8724-4244.

I already have a MID number from a previous job. Do I need to register again? No. Your MID number is permanent. Update your membership category to self-employed, OFW, or voluntary instead of creating a new record.

Can I contribute more than the mandatory amount? Yes. You can add voluntary contributions on top of your mandatory savings, and you can open an MP2 account (minimum ₱500 per remittance) for higher dividends.

When can I claim my savings back? Generally upon membership maturity — 20 years of membership and 240 monthly contributions — or on other recognized grounds such as retirement. MP2 savings mature after five years.

What if my employer is not remitting my contributions? Your employer is required by law to remit both shares. Raise it with your HR or payroll department first, then report it to Pag-IBIG through the hotline or a branch.
